And he acts like there's some big NATO account everyone pays into. It's not that at all. It's an agreement that they spend whatever % they agreed upon towards THEIR OWN defense budget. He's been yelling about all these countries owing money and being behind on payments and that's not anything that resembles the truth.

A quick Google search told me that the only real limit is that you can't pardon someone if it has to do with an impeachment proceeding--so that, for example, if the Congress impeached Mike Pence, Trump couldn't pardon him so that he'd stay VP / avoid a trial in the Senate.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.
