Nope. A "hard" drink is a drink containing alcohol, usually "hard" alcohol. So, then, any drink that doesn't contain hard alcohol would be a soft drink. Water, tea, milk, etc. All of those are soft drinks by definition.

Because that article is speaking about the colloquial use. It defines the term in the first sentence and then goes on to talk about how people typically use the phrase. People don't think of milk, water, juice, etc as soft drinks because soda-pop has become the common reference.
