At what point to all the legal losses start to dilute his "reputation" as a person who knows what the fuck he's doing?

Before becoming a Trump lap dog, wasn't Rudy Giuliani highly regarded for turning NYC around and being a generally good mayor?

I always heard good things about him and now he's plain nuts. When did the shift happen?

His "cleaning up" involved a lot of things like random stop & frisks of young black men, so not everyone is a big fan.
