Because Counsell remembers the pitcher who gave up 3 hits all of September and was lights out all year. He had faith that THAT J.J. would show up again.
On top of that, even if Hader pitched the rest of the game, The Crew still lose 2-1... JJ didn't blow the game, the Brewers hitters did. The Dodgers first rally started when Machado, the cleanup hitter bunted for a hit. The Brewers showed bunt once. The Dodgers were 1-2 in stolen bases, I don't believe the Brewers attempted one. Jesus was 0-4 with 4 K's... The pitching staff pitched their hearts out.
When Cain had the double, and Yelich followed up with that line out to LF, you could just feel the air let out of Miller Park. Next inning Puig hit that home run and it was over.

After Jeffress went 75+ innings with an ERA of 1.29 in the regular season, Counsell would have been really, really stupid to not trust him because he had a couple bad outings in the playoffs.
If you don't trust him, you're intentionally bringing in a worse pitcher instead and just hoping it works out. That's dumb.

Also, I wonder if all this talk about Mookie at 2nd is just a feign and they'll just have JBJ pinch-hit against righties.
