I've always wondered if his lack of appendages negatively impacted his force abilities. Palatine could transfer his soul into clones of his body. Plageus was dead. I don't know anything about EU former canon but think I read that somewhere.
It says in the FA novel that he watched Palpatine & Vader down the years of their rule, so I don't think he died.
