Spot on with the mark to market / unrealized gains stuff. That is an insanely terrible idea
The transaction tax stuff is way off base. The concerns could easily be mitigated by limiting it to stocks owned for less than a full business day (a full record cycle). The would cause HFTs to eat a dick, but they deserve it.

article today about how Robinhood was required by DTCC to post more collateral bc of the high volatility of these stocks and covering the trades before they settled
they had to borrow $1B and post to DTCC
so that appears to be at least partly why they had to limit trades in those stocks
they were going broke
