Yes. That is what a conspiracy theory is. Manipulation aside, few take a survey thinking "I better answer these questions honestly. This is for science!" They know they are trapped in a game where the only value that matters is sheer quantity. You win the game by making the poll look like your team has majority. That's it. That's literally all it is.
And that's ignoring the old ladies who just want someone to talk to and wish their ungrateful kids would call them every once in a while.
