You need a starter in between Archer and Shields after Archer's short rest, cause that'd be short rest for Shields again.

You've only used one short rest so far by my count (Shields in game 28), so you do have three left. But this would have Shields starting on short rest twice in a row, and a pitcher is required to get full rest after a short rest start.
