no one knows, that's where the speculation comes in that he's really syrio
if syrio survived and was brought to the dungeons at the red keep then he could have changed his face to be Jaqen and then he ends up on his way north with Yoren
the problem with this theory is the timeline. Ned allowed the emptying of the dungeons, so did Yoren have them all rounded up and ready to go before Syrio was thrown in jail, or after? it's entirely possible that it fits but we really don't know
also, once again GRRM likes to leave clues for this and we don't have anything more
if we knew for a fact that syrio survived and was thrown in the dungeons, I'd be leaning a lot harder towards he is Jaqen

I'll be honest that I'm not 100% on board with the Syrio = Jaqen theory. I won't be surprised if it turns out to be true and I personally really like that theory. But I'm not convinced.
However, I will be shocked to shit if Syrio actually died when we're led to believe he died. No way. Nope. Not buying it for one second. And that's the strongest thing that pulls me toward Syrio = Jaqen. Because I do think he's alive. But what difference does that make unless he shows up somewhere else? And the most likely solution is that he's a faceless man as well, even if he isn't Jaqen H'ghar.

He's just not set up to come back without any allusion to it. I would prefer it if he stays dead, because I don't want twists that come completely out of left field just for the sake of them. If it was a twist that would serve the larger story it would be set up better.
