It seems to me that there should be very stringent protocols on gain of function research (if it should even exist at all) regardless of whether this particular virus was a lab leak or not.

And if it was instead had a zoonotic source, which is how most pathogens are sourced, then I don't see much we can do to stop that. Perhaps there's policies at the margins, but animals are always going to be around us, and we're always going to interact with them, whether we want to or not.

Until it's all done by robots in a sealed environment, leaks can potentially occur, and I doubt China did it on purpose. I'm more concerned about the deception and the behavior of global leaders (China, US, WHO, etc.) while literally tens of thousands were dying every day.
