The study was prepared in May 2020 by the Lawrence Livermore National Laboratory in California and was drawn on by the State Department when it conducted an inquiry into the pandemic’s origins during the final months of the Trump administration.
A months long Vanity Fair investigation, interviews with more than 40 people, and a review of hundreds of pages of U.S. government documents, including internal memos, meeting minutes, and email correspondence, found that conflicts of interest, stemming in part from large government grants supporting controversial virology research, hampered the U.S. investigation into COVID-19’s origin at every step. In one State Department meeting, officials seeking to demand transparency from the Chinese government say they were explicitly told by colleagues not to explore the Wuhan Institute of Virology’s gain-of-function research, because it would bring unwelcome attention to U.S. government funding of it.

This has the potential to be the largest cover-up in modern history.

It seems to me that there should be very stringent protocols on gain of function research (if it should even exist at all) regardless of whether this particular virus was a lab leak or not.
And if it was instead had a zoonotic source, which is how most pathogens are sourced, then I don't see much we can do to stop that. Perhaps there's policies at the margins, but animals are always going to be around us, and we're always going to interact with them, whether we want to or not.
