They can’t just blow up your shit and that isn’t what happened. Israel got word that a large shipment of pagers was ordered by hezbollah and they were able to intercept and plant their pagers with bombs in the order. I’m sure this was a months long operation. Not justifying it but they can’t just randomly blow devices up

so they were put into the devices at some point in the manufacturing stage, so US EU (Belgium?) and then Taiwan.
