A few public policy folks promoted it in the US. I think they understood that at the very least law enforcement wanted to avoid multiple bundy style standoffs with any attempt at enforcement.

Finally we are starting to recognize the value in a data-driven approach vs a political perception driven one. Now if we only take this one step further and recognize that releasing tens of thousands of undocumented people into our lower vaccinated communities should maybe wait until we get a better handle on this, we might stand a good chance of winning

Boosters aren't the way out. Too many people just don't care and have moved on with their lives. Even after being drilled with fear for months the expired vaccine uptake has been disappointing.
