If they knew masks didn't work then they also knew n95s were impractical for the general population though. from the get go i never heard that it would stop 100% the particles. what i did hear is it helped limit your exposure. so beating this drum that masks dont work depends on what you want them to do. if everyone would have worn them from the get go people still would have been infected and more than likely some may have passed away but nowhere near the numbers we have seen in the US.
