Could mean various things. Basically a song that has less substance, less important to the album, flighty, tacked on, put on the album because they needed more songs on the album to put with the songs that are actually important/that they actually care about.

If you get the sense this song could fairly easily be removed from the album and nothing would really change then it may be filler.

Or a song that just really doesn't add much, and you can tell it doesnt have the same effort as the other songs around it.

Songs like Pry.To is an extreme example because it's barely even a song.
