It ties into everything in the Marvel movies. I just said that because in that show people die because of superpowers that were out of the person's control.

Guys, that was a sarcastic comment. Having super powers (unlike, say, being a Muslim) makes you inherently dangerous in the way that a gun or car is inherently dangerous and we license/register their use. Knowing who has powers (the registration story) is not unreasonable. Likewise a group of extremely dangerous individuals operating outside of any legal structure is similarly dangerous. Stark's line in IM2 about privatizing world piece gets it exactly wrong.

Knowing who has powers is great for everyone except the person who has powers. If you are the one who can blow up a city with your mind and you are registered I bet you spend your very short life in a prison miles underground before your jailer shots you in the head and dissects you.

I agree in licensing and registering guns and cars. But guns and cars aren't people, y'know? We don't license weight lifters, though their extreme strength "could be perceived as a weapon."

We don't license baseball bats. Any asshole can have as many of those as they want.
