Guys, that was a sarcastic comment. Having super powers (unlike, say, being a Muslim) makes you inherently dangerous in the way that a gun or car is inherently dangerous and we license/register their use. Knowing who has powers (the registration story) is not unreasonable. Likewise a group of extremely dangerous individuals operating outside of any legal structure is similarly dangerous.
