I'm too busy to look it up rn but by everything I've read CA has done a pretty horrible job with their legal marijuana policy and it's taxed too highly and so strictly regulated that it hasn't really decreased illegal marijuana production/purchases. Colorado has done a much better job and would seem to be the model to follow.

You're also assuming he means asylum seekers, but that's not clear because he says they're crossing the border illegally, and it legal to seek asylum.
