They're a craze to be sure. But I wouldn't necessarily say they're a new one. After all, folks at Goose Island and Firestone Walker have been perfecting aging their stouts and ales in bourbon barrels for a while (and no one really does it better than those two).
We really have to be careful of confusing barrel aging in general with aging in bourbon barrels (specifically). There are distinct styles of beer that have been around for a long time that rely on barrel aging in general, such as sours (think Russian River's Supplication or Consecration) or barley wines (Deschutes ages some of theirs in pinot barrels). Those styles have been popular for a while.
But you're right -- it does seem that virtually every brewery now is sticking at least one of their beers in a barrel for 12 months and then selling it at 200% cost trying to take advantage of people's ignorance.
And for what it's worth, Goose Island's Bourbon County lineup this year is amazing. The Vanilla Rye variant is up there with the best beers I've ever had.

I didn't have any extra cash to spend on the Bourbon Counties this year but I did get some killer brews for my birthday.
Allagash Curieux, Dual Artisanship (Collaboration with Prarie and Perennial Artisanl Ales), Backwoods Bastard, Anderson Valley Blooad Orange Gose, Enjoy By 12/26 and a case of Celebration.
The Enjoy By was much better than the 10/31, good to see it back to it's killer way. The Gose was really nice and Backwoods Bastard was fantastic as usual.

Ha, you can tell by my post count I'm not much of a writer. Have you tried a Gose? They are quite delicious and refreshing. Tangy, a bit salty and low alcohol so you can drink a shit ton of them.
