Seat belt laws reduce the number of serious injuries/death by about half. That care and the resources needed aren't free. Strain on the healthcare system is one reason for the seat belt laws and now the vaccine push.
An unbelted passenger can very easily seriously injure a belted passenger during a crash.

I'd support better reporting. If we've got millions of broken arms who happen to have COVID we need to change a great number of behaviors.
