in a nutshell, executive privilege is like attorney client privilege. it's primarily meant to protect the disclosure of communications (oral or written) where advice is given to a president. the intent to create an incentive for advisors to be able to talk candidly with a president without the risk of anything or everything being disseminated or them being thrown before congress to disclose everything. it can also apply to information that should legitimately protect national security interests or where the information, if released, would cause great harm (but this is pretty narrow).

they're treating the mueller report, as well as all underlying materials, as privileged that cannot be shared with a co-equal branch of government. it's one thing to say that the materials should not be shared with the public. but to withhold it entirely from the house is something. the assertion was i'm sure partly an attempt to moot any vote of contempt by the house against barr.
