Why? We have smart plugs now. I want to charge my phone using the top plug and not worry about it not charging because i didn’t know to turn the light switch on.

I might even unscrew the faceplate and mess around with the wires to see if i can disconnect the switch part. Can’t be that hard

Oh well that’s not a half hot. I’m in support of the top plug being always on, and the bottom one requiring a switch (or vice versa).
