I think the slinky is actually contracting at both ends, attempting to bring the ends together, however, gravity prevents the bottom end of the slinky from rising to meet the contracting top end, so instead it gets held in the air from the force of the slinky contracting upward and gravity pulling down on it until it is done contracting and gravity is the only force left, so it then falls to the ground.
