I *think* he wants to get people talking about the transcript of the call, which might be vague or spinnable, rather than the full complaint. Then he can release the redacted transcript, say that it proves the whole thing a nothingburger, fundraise off of it, and ultimately close the lid and look for an alternate scheme.

Trump now admitting he withheld funding on the basis that he wanted other countries to contribute...

This protectionism that Trump is pushing, this broad attempt to rewrite trade deals and treaties that sometimes go back to WW2, just *might* yield some benefit way down the line...

It’s interesting watching Trump bungle the implementation so badly, and I am starting to wonder if he won’t inadvertently tee up some policy victories for the Dems after 2020.

Perfect. Undercuts the effort to distract with a transcript released in isolation. Puts the White House right back in a stance of fighting to hide something.
