Both sides can manufacture bullets. That was addressed last season.
Oceanside can press bullets. Negan captured Eugene because he made the bullet that Rosita shot into Lucille. I'm sure he taught the Saviors.

I watched the first minute of last week. It was all close ups of their stupid faces. I was not in the mood. I realized today that I never got to it, and now I have two on the dvr. I think I may just delete them

This past episode was a little better than last. There was a pretty good scene with zombies for once, which is always welcome in a zombie show. Honestly the human vs. human interaction is increasingly uninteresting.
