I was wrong. Minus One is in part because it takes place before the original 1954 movie but also:
Minus one" in Godzilla Minus One referred to Japan's post-war state being pushed to an even lower point by the monster's arrival. "Minus zero" suggests a recovery or a state where the country is no longer at its worst, possibly indicating a return to a "baseline" or even a "heroic" narrative for Godzilla.
