I see. Well I think Superheros being "subjected to public oversight" isn't the same as "we should register all people with superpowers".

Might be two different issues. And I'll need to wait and see the movie before I can really talk about what Cap is on the right or wrong side of.

I think it was registration in the comics. I still support that though. If someone could teleport into any space, or control minds, or change the weather, doesn't society need to know - or at least the authorities?
