Even by Star Trek rules a commander can be a high ranking official, like for the Romulans. It’s the same on earth, where a commander is often above captains in rank. But let’s check Star Wars directly, which places commanders above captains:
The Resistance army was distinguished by red badges and composed of six different ranks: The Lieutenant, Captain, Major, Commander, Colonel, and most importantly, the General rank, held by Leia Organa.
The Resistance navy had the same ranking system as the Resistance army, with badges blue in color as opposed to red. the General rank being replaced by the Admiral rank, which was held by Gial Ackbar, and the addition of the lieutenant commander rank, held by Nien Nunb.

OK, ANH watching on D+, jump to about 23:30. Camera cuts and the drinking cup is now in his right hand, he drinks, camera cuts, and he lowers the cup from his lips using his left hand. Then he's sitting at the table holding it in his right hand.
It's a script supervision error. You have to be watching and saying "right hand, left hand, right hand, left hand" to even catch it.
