It's unconfirmed. But DLC is definitely coming - I believe Nintendo inadvertently leaked the information themselves. Did you do the quests to make the Great Fairys open their hut? Each one wants to hear an instrument. Yeah did all that. It was a chore tbh but got em done.

If the fairy says they can upgrade to "the max" then you got them all and finished all those quests.
