Too close to call. I think they both played lights out, and neither had a prototypical "great" wr. Cam has some accuracy issues, but is basically unstoppable at the goal line. Russell can get stuck in the mud sometimes when getting pressured, but when he gets rolling watch out. Very underrated arm.
