I do it too

Trying to think of how saying "does the thing where" communicates something different than just saying the thing it does.

I know instinctively that it does but I am struggling to put it into words.

I think it conveys a kind of irksome habitualness. I don't know

It turns several different things or actions into one category of thing. So you’re communicating that these are all part of one overall group of things that go together and are repeated rather than just talking about one instance.
