It wasn't included because there is no professionally recorded and released version of it.
It may not have been included anyway - aside from sessions like Chop Suey/AOL, live versions are only included in these deluxe editions if there is no studio version of an outtake available (e.g. Falling Down from No Code).

I would love digital versions of the three recent remasters. I have them on vinyl, but would love to listen to them at work!

I haven’t bought any records and my speakers are still in storage, so it’s not coming along at any great speed right now. Hopefully later this year, who knows.
