Reinstate the banned

Could do a general amnesty, but with a short leash for those previously permabanned, for the first two-three months. After that they would be considered normal members (all bannable history forgiven and forgotten). If they then did something bannable again, they would be judged by the mods, just like any other regular member would, not harsher or more lenient.

What could go wrong?
