Rishikesh an the period around it just produced too many songs for them to record. I don't see the fact that a song wasn't recorded for the record as a statement of anything. Hell, George could barely get the other Beatles involved in While My Guitar Gently Weeps, other than maybe Paul.
The aforementioned songs, Lady Madonna, the Inner Light, the single take of Revolution (or the ten minute cut of the album performance), Child of Nature, Helter Skelter's twisted drunken blues jam version...I'd way rather a three disc white than a one disc snippet.
