It was November or December 1999 because it had a "hand typed note" from Eddie and a snippet of Drifting playing in the background (the song hadn't been released yet). The rest of the site was fully operational by the time Binaural was released.

I remember reading that note and thinking it was kinda dumb to be complaining about the internet during the launch of your website (I wasn't really aware of his surprisingly consistent track record of posturing in this fashion yet). I don't remember Drifting, but my high school's computer probably didn't have speakers.

The domain pearljam.com was first registered in 1996:
Although, it may have been registered by another entity and then sold to Tenclub/PJ at a later time.
I don't know, registering a name at one point and then doing something with it 3 years later seems to be about on par for how long it takes Pearl Jam to get something done.
