Townshend is too unrealistic.
Ed O Brien however is a huge PJ fan and that might actually be really interesting.

Since Mike plays such a distinct lead, I wouldn't want to replace Stone with a lead player. I would want someone who plays more rhythm. I will stick with a Seattle player, and someone that would be cool to see. I pick Nancy Wilson. She is great with the acoustic and would have a fun energy with the guys.

Next time Pearl Jam does a 5 night stand in NYC or Boston, they could do a whole series. Ed O'Brien stands in for Stone on night 1. Johnny Greenwood stands in for Mike on night 2. Phil Selway stands in for Matt night 3. Thom Yorke in for Eddie night 4. Collin Greenwood in for Jeff night 5. Or maybe make it a 4 night stand and do the whole rhythm section at once.
I think I'd be most excited about nights 2 and 3 personally.
In response to the original question: if the band had time to rehearse and learn to play the songs in a totally new light (i.e. I'm surrendering fully to the fantasy), I'd love to see someone like Jim Campilongo stand in. He'd alter the dynamic so thoroughly that you wouldn't expect it to sound like a traditional PJ show at all and be most likely to accept whatever happened as incredible. He'd bring out Matt's jazz leanings. I think he'd bring a new character out of Mike, too.
If we're looking for just a stand-in that still sounds like Pearl Jam, I'd say Jimmy Page.

I would say Nils Lofgren (spelling off I am sure) from the E Street Band (he was also in Neil Young's touring band for a while). He has such a great feel for when to just sit back and play and when to take a lead. Or...Neil or Bruce if we're just going crazy out there.
