I'm sure Eddie can pull of some Soundgarden songs. Just might need to be on a good day and kind of early in the set.

Honestly, the most effective cover would have the band playing a ToTD or Soundgarden song with no vocal at all. That would be devastating.

Times of Trouble, is the obvious choice.

As is the Hendrix song Hey Baby, which they NAILED during the Temple of the Dog reunion shows, and, well, its Jimi, so Ed can probably handle the vocals
and, okay, Its a song I would have loved to hear live from PJ / ToTD anyway.

Id agree, except you know the crowd would start singing it instantly. Which might then lead Ed into his favorite game of call and response with the crowd...

Isn't Times Of Trouble in fact Footsteps with a different vocal melody?

Maybe. But it wasn't lovely when the crowd did EV's part during the TotD tour. It was annoying, actually.

Footsteps is Times of Trouble with different words/melody. And sometimes an annoying harmonica.
