"Witout going over" is kind of misleading here. But basically what is meant is if the date you guessed has passed and the album didn't come out, you're disqualified. Malone guessed November of 2019, which has passed, so he is disqualified

You can guess $1 on Price Is Right and sometimes win, but if you guess "infinity" you will always lose...
