What is it with him and this guy? Is it just the celebrity apprentice thing? Is it setting up a precedence he can use later? He certainly can’t think it helps him with Illinois voters.

He's never going to win Illinois because Chicago hates his fucking guts and he knows it. This is his way of flipping us the bird.

I'll let someone else work out the legal mumbo-jumbo, but basically commutations offer better protection than pardons if you're trying to be as corrupt as possible. You can't plead the 5th if you're questioned under oath for something you've been pardoned for, is what I understand.
