This seems probable. Heightened security panic following the attack, retaliation efforts underway and a lot of confusion at all levels. It’s the kind of civilian exposure you try to mitigate with careful planning.

UK sources told the Guardian that British officials had seen intelligence that suggested that the plane was hit by an Iranian air defence missile.
