How does the NFL continue to have no idea what a catch is? Is the game so nuanced and complex that it simply cannot be defined?

I have no idea what everyone is talking about in this Bears game. That was CLEARLY an incomplete pass. And Al and the former ref they brought in are acting like they've never seen anything like it in the history of the game. WTF????
IT WAS OBVIOUSLY INCOMPLETE

I guess I'll have to watch it again but I didn't see it that way at all.
