To my knowledge there's no canon info about Thrawn during the time of the sequel trilogy. But I'm not caught up on the Thrawn books, so I could be wrong about that.

Not in this instance. Thrawn was cast last year. We just don’t know officially who it is yet.

It’s a fairly obvious premise to get obi wan off world. Probably the only reason he would abandon his duty. It’s still weird to me they went there.
