I don't quite understand but I'll take your word for it.

I don't like to start the time limit for picks the day the drafting starts, since people didn't know the order, etc. So at midnight the following day the clock begins. so in 4 minutes Koopee's clock starts at which point he has 3 hours.

Let's just skip koopee
