It's a pretty "ho hum" show (particularly for the time), the Vegas '93 show Vault release is a much stronger performance.

I like the sound quality/mix and the fact that the entire show is here...that said, it’s certainly not their finest show from that era. These vault releases always get me excited and then they are so often lacking...either missing songs, or are just lacklustre performances.

Ignoring whether or not this is an average or bad performance, my biggest complaint about this is we already have a show from one month before on the same tour. Seems super redundant/lazy to cover this leg of the Vs tour again. Even something from spring 94 would have been preferred.

Nine Vault releases to date (and two more if you want to bundle in the shows from the Ten and Vs reissues) and yet still nothing from the No Code tour and only one show with Jack on drums (Solder Field '95).

Finally listened to this straight through. I think that while it is sloppy in points that it’s an overall above average show from that time period. The question I think they need to ask themselves in these vault releases is whether they want to focus on quality shows or shows where they did something cool. This fall in the latter category with the Mamasan trilogy played, the nicely extended I’ve Got a Feeling, what seemed like a really good Rockin’ in the Free World, and the debuts(?) of the Vitalogy songs that both sound like sketches of songs rather than early complete versions. That stuff is cool, and the show on the whole is energetic and Eddie sounds really good throughout, but you can definitely hear the band a bit out of whack in parts, particularly at the beginning of SOLAT and Daughter. Do I think there are better shows for the vault releases? Yes. Is this something that is bad? Not at all.

I just listened to this whole show for the first time today at work. I enjoyed it, but I don't have the extensive library most do. Made me really miss 90's Pearl Jam.
But in response to your question, I thought/assumed it was Mark Arm, but I have no idea. I just assumed being a Seattle show, and the scream he gives during his part, just reminded me a lot of him during Sonic Reducer at the Orpheum 94 show...

Urge Overkill were the main support through that period of the tour (per Five Horizons) - it's possibly UO's singer Ed Roeser.
It's definitely not Mark Arm.
