What if one of the world's richest put a bounty on Putin?
Kill him and that person would receive $1Billion. it would certain strip some loyalty from those around him.

Nothing motivates our rulers that would lead them to normalize bounty killing leaders of nations. That would be far more harmful to them than anything Putin could do.
