1,2, and 5 would need the acquiesence of the police union. How do we get these things into union contracts in the face of intransigent unions?

Citizen board would just end up with a bunch of psychos who want revenge instead of justice when stuff goes wrong

Rule changes under threat of mass layoffs sounds like something that might garner sympathy from other public sector unions.
