No, getting his show cancelled despite high ratings and not being asked to voice the last Toy Story is a much bigger sign that he was cancelled.

its ratings were only the highest on fox. the last two seasons saw a serious drop in viewership from 8.23 million to 6.4 and then 4.6 million

Once we made the decision not to continue with comedy on Friday, it was just kind of that's where we landed." Burt is also just wrong, as Tim Allen was in the last Toy Story movie, which came out in 2019.
