But "gluten-free" is also used as a marketing term, especially when advertised on products that are inherently gluten-free. Like Tree's popcorn

I think you’re misunderstanding “inherently.” Just because popcorn is gluten free doesn’t necessarily mean it didn’t succumb to cross contamination in a processing or packaging facility. So they still have to demonstrate that to the FDA (typically on a defensive basis, e.g. it is assumed to be true until someone challenges them on it).
Good point. Packaging can be "BPA Free" meaning that "no BPA was intentionally added" but might still be present if a sensitive test is run.

But also, the rise in products advertising themselves as gluten free coincides with the gluten free diet becoming one of the most popular U.S. health food trends in recent years. Not a coincidence

This is how I understand it.

And yeah, gluten-free became co-opted as a marketing term once a lot of folks started to realize gluten was messing up their digestion a decade ago.
