If you’ve ever read one of these, they’re like 200 words a page max. Erase all the appendices, skip the references back to past sections and lengthy legalize repeats, and you’ve got the equivalent of 200 pages left to skim-review. It’s like a college final review session.

It’s true that people vote on these bills based entirely on leadership notes, without ever reading them.

It’s also true that they get constant and extensive updates as the negotiations are happening, and can get the gist of the rest with ease. All of the “people voting on a bill they don’t have time to read” shit you’ve ever taken to heart was cynical spin.

What was the actual substance of that streaming copyrighted materials portion? Is that currently fair use due to commentary, and they are redefining fair use?

Although to be honest I’m not clear how the timeline of this bill meets the time frame of the broader rule set.

There’s a certain number of days in which the president has discretion to sign or sit on a bill before it (with enough votes) automatically becomes law without them. This bill could well not have enough days left to become law without a presidential signature.
