Do people give credence to the idea that Pence was effectively the president for (at least) a while yesterday? I.E. government agencies would have (or did) follow his orders instead of Trump's - sort of a quasi-25th amendment thing.

I think people are just over-reaching to that conclusion because Trump refused to sign the order sending the national guard, and in the end Pence signed it.
