But it does now -- can't they change it? Is this a "back in my day..." scenario where the old fogies in charge don't want the hassle of updating all of the realm's stationery?

I just googled whether Tarth experiences the same weather as Storm's End due to their close proximity, but it seems like Tarth is mostly spared from the violent storms thanks to its mountains and high, fertile meadows. It really does sounds lovely.
